The implementation philosophy: start where the pain is
The biggest mistake in AI adoption is trying to transform everything at once. The second biggest mistake is starting a "proof of concept" that is disconnected from real work. Your implementation needs to be focused, operational, and tied to real pursuits from Day 1.
The 30/60/90 plan is structured around three principles:

Days 1-30: the Capture Brain foundation

Week 2: Opportunity monitoring and competitive intelligence
- Set up a workflow for daily opportunity monitoring. Your BD analyst pulls new SAM.gov postings in your target NAICS codes and runs them through AI for structured briefs. Establish the template and format for these briefs so they are consistent.
- Run your first FPDS competitive analysis. Pick an upcoming opportunity and pull FPDS data for the relevant NAICS code and agency. Feed it to AI and generate a competitive landscape briefing. Compare it against what your team knows from experience and GovWin.

Week 3: Capture plan generation

Week 4: Bid/no-bid and pipeline review
- Run AI-assisted bid/no-bid scoring on 3-5 opportunities in your pipeline using your existing framework populated with AI-generated data.
- Conduct a pipeline review using AI-generated opportunity briefs and competitive assessments for every opportunity in the pipeline. This is often the first moment where leadership sees the value — a pipeline review where every opportunity has a structured brief and competitive analysis is a fundamentally different meeting.
- Document time savings and quality observations from the first month. These become the data points for your internal business case.
Days 31-60: AI for proposal development
The second month extends AI into the proposal process. This is where the largest time savings materialise.
Week 5: RFP analysis on a live proposal
- When your next RFP drops (or use a recently released RFP for practice), run the full AI shredding process from Module 4. Generate the requirements extraction, compliance matrix, and response outline.
- Have your proposal manager review the AI-generated compliance matrix against what they would produce manually. Track the time comparison and note any requirements AI caught that a manual review might have missed (or vice versa).
- Establish the RFP analysis workflow: RFP arrives, AI shreds within 4 hours, PM reviews by end of Day 1, writers receive outline and compliance matrix by Day 2. Compare this against your previous timeline.
Week 6: First-draft generation
- Using the compliance matrix and your capture plan's win themes, generate first drafts of technical approach sections for your pilot proposal. Feed AI your actual technical methodology, past performance summaries, and SME inputs — not generic descriptions.
- Writers receive AI-generated first drafts and refine them. Track: hours saved per section, quality of the starting point (percentage of content that survived to the final draft), and areas where AI output needed the most revision.
- Generate past performance narratives using the prompt template from Module 4. Compare time and quality against manually written narratives.
Week 7: Colour team integration
- Before your Pink Team, generate the compliance crosswalk using AI. Reviewers use this to assess completeness without reading the full RFP.
- Before your Red Team, run the AI compliance check against the draft proposal. Generate the gap analysis that tells reviewers which requirements may not be fully addressed. Red Team reviewers start with the gap analysis and focus their time on quality and persuasiveness.
- Document the impact on review efficiency: did reviewers identify issues faster? Did they spend more time on substantive feedback versus compliance checking?
Week 8: Proposal process refinement
- After your pilot proposal is submitted, conduct a lessons learned session specifically on the AI-assisted process. What worked? What did not? What prompts need refinement? What additional context inputs improved output quality?
- Refine your prompt templates based on the pilot. Save the refined prompts as your proposal team's standard library.
- Calculate the actual per-proposal cost savings from the AI-assisted process. This is the data point that drives broader adoption.
When will your next proposal response be due?
Days 61-90: contract performance and scaling
The third month extends AI into contract performance documentation and establishes the institutional practices that make AI adoption permanent.
Weeks 9-10: Contract performance AI
- Select one active contract with monthly CDRL deliverables. Set up the AI workflow for status report generation using the prompt template from Module 5.
- Generate the first AI-assisted monthly status report. Have the PM compare it against what they would write manually: time savings, accuracy of data presentation, quality of narrative framing.
- Set up the CPARS self-assessment workflow. For one contract approaching its annual CPARS evaluation, use AI to generate the self-assessment narrative from performance data. The PM reviews and uses it to prepare for the COR conversation.
- Implement the risk register workflow: AI reviews project data and produces monthly risk register updates for PM review.
Weeks 11-12: Prompt library and institutional scaling
- Compile every prompt template your team has used, refined, and validated over the past 60 days. Organise them by function: opportunity brief, competitive analysis, capture plan, bid/no-bid, RFP shred, compliance matrix, section draft, past performance narrative, status report, CPARS self-assessment, risk register update.
- Document each prompt with: the input data it requires, the output it produces, any refinements made during the pilot, and tips for getting the best results.
- This prompt library is the operational core of your Capture Brain. It is the institutional asset that ensures consistency and quality regardless of which team member is using AI.
- Conduct a formal 90-day review with leadership: present time savings data, cost reduction calculations, quality comparisons, and the prompt library. Make the case for expanding AI access to the full BD and proposal team.
Tool selection for govcon AI
Tool selection is a practical decision, not a strategic one. The right tool is the one that meets your security requirements, integrates with your workflow, and produces good output. Here is the framework.
For unclassified, non-CUI work (most of your initial AI use):
- Claude (Enterprise/API): Strong document processing, excellent at structured extraction and generation, handles long documents well. Good starting point for RFP analysis and proposal drafting.
- ChatGPT (Enterprise/Team): Wide adoption, strong general capabilities, good for drafting and analysis. Enterprise tier provides data privacy protections.
- Microsoft Copilot (with Microsoft 365): Integrates with Word, Excel, PowerPoint, and Teams. Good for organisations already invested in the Microsoft ecosystem. Can work directly with proposal documents in Word.
For CUI and government-sensitive data:
- Azure OpenAI Service (GCC/GCC High): FedRAMP High authorised. Provides access to GPT models within Azure Government infrastructure. Currently the most mature option for CUI processing with AI.
- Amazon Bedrock (GovCloud): FedRAMP High authorised. Provides access to multiple AI models (including Claude) within AWS GovCloud. Strong option for contractors already using AWS for government work.
Considerations beyond the AI model:
- Data retention policies: Does the tool retain your prompts and outputs? For how long? Can you opt out of data being used for model training?
- Access controls: Can you manage who has access to the AI tool and audit usage?
- Integration: Can the tool connect to your document management system, CRM, or project management tools?
- Cost: Enterprise AI subscriptions typically run $20-$60 per user per month. API access is usage-based and can be more cost-effective for programmatic workflows.
Do not over-engineer tool selection. Start with one tool that meets your security requirements for unclassified data. You can evaluate additional tools and FedRAMP-authorised options as your needs expand to CUI.
